
To support focused learning and student well-being, Erie 2-Chautauqua-Cattaraugus BOCES (E2CCB) has adopted a new policy that limits the use of internet-enabled devices during the school day. This policy, developed in consultation with students, families, and staff, takes effect for the 2025–26 school year.
This policy aligns with New York State’s new “Distraction-Free Schools” law, announced by Governor Kathy Hochul in June 2025. Under this law, New York became the largest state in the nation to prohibit the use of smartphones during the school day in K–12 classrooms. Read the full announcement.
What Does the Policy Say?
Students are not permitted to use internet-enabled devices — such as smartphones, smartwatches, or tablets — during the school day while on school grounds. This includes all instructional and non-instructional periods such as:
- Homeroom
- Lunch and recess
- Study halls
- Passing time between classes
However, students may use these devices in limited circumstances, such as:
- With teacher or principal approval for educational use
- For health-related needs
- In emergency situations
- For translation services
- When required by an Individualized Education Program (IEP) or 504 Plan
- On a case-by-case basis for student caregivers, as determined by a school psychologist or counselor
What About Smartphone Storage?
Each school will have secure, designated storage areas — such as lockers or bins — where students must keep their devices during the school day. Staff will explain how storage and retrieval works to ensure all students understand their responsibilities.
How Can I Reach My Child During the Day?
To help families stay in touch, schools will offer several options:
- Call the school office: Office staff can relay messages or call your child to the office.
- Email the school: A designated email address may be available to send messages.
- Emergency announcements: Office staff can use intercoms to notify students.
- Secure messaging apps: Some schools may use digital platforms for parent-student communication.
- Written notes: Drop off a note at the office to be delivered to your student.
You’ll receive a full list of available contact methods at the start of the school year or upon enrollment.
Will My Child Be Punished for Using a Device?
While students are expected to follow this policy, they will not be suspended solely for violating it.
Accessibility and Transparency
- The policy is posted publicly on our website and translated upon request into the most commonly spoken non-English languages in New York State.
- Beginning in September 2026, E2CCB will publish an annual report on how this policy is being enforced, including data to ensure fair and equitable treatment of all students.
