Erie 2-Chautauqua-Cattaraugus BOCES (E2CCB) is launching a stakeholder engagement process to prepare for the implementation of New York State’s new “Distraction-Free Schools” law, which goes into effect statewide at the start of the 2025-26 school year. The legislation, signed by Governor Kathy Hochul as part of the FY 2026 State Budget, makes New York the largest state in the nation to adopt a full-day K-12 smartphone restriction in public schools, charter schools, and BOCES programs.
The new law requires schools to limit the unsanctioned use of smartphones and other internet-enabled personal devices during the entire school day — from the first bell to the last — including lunch periods and study halls. It also calls for meaningful input from students, parents, educators, and school staff in developing local policies that align with the state’s mandate.
Governor Hochul’s initiative comes amid growing concerns over the impact of excessive smartphone use on youth mental health, academic focus, and interpersonal relationships. The law includes exceptions for students with documented medical needs, IEP accommodations, and legitimate academic purposes — such as translation or caregiving — ensuring that flexibility remains where it’s needed most.
